Milotic isn't really anything other than a sea serpent, which aren't real, so you can't really place its taxonomy. I don't think it's an eel. Nor is it a worm. People always say it's an oarfish, but such people are blind. It's just a sea serpent.
It has scales, but I seriously doubt it's reptilian. It's probably a (very,) distant relative to a fish, especially when you consider its pre-evolution. If milotic existed in real life, they probably wouldn't be classified as mammals, fish, reptiles or anything else. They'd have their own new category. But their presence of gills and scales make me think its closest ancestor is a fish, albeit it is no longer remotely related to them.
