Battle Agency has grades, everyone starts at 0, and the max is 50. Each grade increases a Pokémon's level by that, going at 50 at grade 0, 51 at 1, 100 at 50.
The Pokémon the game gives you if you don't add people will ALWAYS be level 50, so when you rank up, the NPC Pokémon will always be left behind, so it's mandatory that you add people that are high ranked.
I'm rank 26 right now, shooting for at least 30 for those slick shades.
