Why exclude legendaries? If you factor them in Johto is actually the slowest, Alolas legendaries are quite good in the speed departement.

That's it. You might make the argument that Kommo-o deserves to be on that list too or something but that's pretty much it. Everything else in the region is ass, which is honestly not much

You should also include viable Alola formes and Pokemon viable in doubles. Granted, that's about an additional seven or so, but they're still viable.

Make the Pokemon have additional speed thereby increasing power creep even further.

Give the Pokemon speed, but reduce their other stats to make up for the additional boost and potentially ruin the good stats.
