Lusamine > Lysandre > Maxie = Archie > Cyrus > Guzma > Giovanni > Ghetsis
Lusamine does have a motherly nature towards pretty much everything, remember the line of dialogue where she talks like a mother figure towards the pokémon the Foundation rescues when you first meet her at Aether. She even talks about wanting to protect in SM where she is more antagonistic than in USUM. How she reacts changes drastically with the jellyfish toxin, since with it her empathy focuses only on the Ultra Beasts instead of being a more general love.
Lysandre WAS a legit philanthropist, being a rich guy who knew there were others less fortunate than him and as such he helped people and pokémon with both his company's inventions and his own resources. But he saw how humanity could just be greedy and suck on others' needs to satisfy themselves, which ultimately made him reach the conclusion that it was for the best to just nuke them all. You could say his insanity was a result of how strong he could feel for others.
Maxie and Archie in both RSE and ORAS are well intentioned extremists, who think expanding their element of choice will make everybody else happier and improve life in some way. ORAS expands on this while giving them yet another extreme to show the importance of keeping stuff balanced.
Cyrus shows in his dialogues from time to time that he can get what other people feels and thinks, and can manipulate some people with it (look at pretty much all of Team Galactic). However, his own emotions only brought him bad experiences earlier in life, which made him think that something was wrong with the very concept of spirit and a world without it would just be a lot better.
Guzma mostly acts very self-centered, and quite picky on who he cares about how they feel (aka Lusamine, his pokémon, maybe Plumeria)
I think Gio and Ghetsis are self-explanatory.
