Meh, they have charm and are more like likeable idiots than actual threats, yet their actions are the only ones that actually affected people and pokemon, their motivations come from a naive behaviour rather than pure evil

It's kinda hard to describe, he is not a threat alone, but he has the ability to manipulate everyone around him, he is more like that villain who hides in the shadows and waits for his grunts to do the hard work, in BW2 he is more of a threat by actually doing something (freezing a whole city and a route), yet he is more like a force of nature villain than anything else
