How does the pokemon league in the anime work they have beat the league to be able to enter another league or do they just become the champion right away ?

Once a certain amount of new trainers gets 8 badges during the year, they start planning the league tournament. Ash just happens to have good timing to do them successively in the same year.

The league in the anime is pretty much a tournament you can enter once you get 8 badges from the region. Winner of the tournaments gets the right to challenge the Elite 4 and champion.
