It could have a fish tail (like vaporeon) and a cute little thing around its neck that looks like a pool tube and little things around its ankles that look like floaties. Then when it evolves it looks like its wearing a life jacket instead, and in its final evolution it loses the floaties around its ankles and only has a life jacket thingy.
It could be water/fighting because golden retrievers are hunting dogs, water/normal because its a dog, water/ground because dogs like digging, or water/psychic because golden retrievers are smart dogs.
Second choice would be a starter based on cetaceans.
It could start out as a cute dolphin-like thing with four legs, then the middle stage could have more fin-like legs, and then the final evolution would have no legs, just fins.
