Electric has always been there, and has always been on the sidelines, despite the series' mascot being Electric type. Electric types don't leave as much of an impact, nor assert themselves as strongly as Fire or Water or other elemental types do.
I would have thought, with the shock, speed, boom and dazzle of lightning, that the Electric type was supposed to leave more of a "striking" reputation. But I don't get that impression. Too many Electric types play it safe, and don't offer anything unique beyond the short list of established traits that they have.
They feel almost like Normal types, with how cookie-cutter they are.
