Oh yeah, passive health regen matters a lot on a mon that can't even take most neutral hits.
Also nothing runs sleep and immunity to sucker punch is more situational than immunity to earthquake. Especially when Landorus is in every second match.

Why would you count a line? Neither Chansey nor Blissey were OU in every gen. Yes, they perform pretty much the same role and Blissey was OU in the gens Chansey wasn't, but they're not the same pokemon.
I think Gengar was the last remaining single pokemon that was OU at the end of every gen.

Starmie was dropped this gen although it was near the bottom of gen VI OU viability anyway so it was inevitable.
It took over a year for Gengar to drop, it is popular and only due to GF nerfing it with Cursed Body that forced a drop.
Losing an immunity to Ground, one of the most common offensive types, and gaining a weakness to it was fatal. It gained no new tricks in Gen VII to stay relevant

Gengar's only real hope at this point is for Toxapex to get the banhammer this gen so it can squeak back to OU, then power creep causing Mega Gengar to fall back down next gen.

I've only seen people use M-Gengar in VGC2018 for Perish trapping. I tried using normal Gengar in 2017 for Sludge Bomb and Never-Ending Nightmare/Z-Destiny Bond, but it was very situational since Scarfed Tapu Lele and Garchomp were very prevalent. I'm using Nidoking right now in 2018 since Lando-T is on every team, and people don't seem to expect Ice Beam on it.

Gengar is pretty much helpless against Lando-T since its only Ice attacks are Ice Punch and Icy Wind, which do pretty much nothing. Icy Wind was pretty nifty in Gen 5 OU since you could nail things like Garchomp on the switch in and get a Speed drop, but it's not very useful for dealing damage 1v1.
