Maybe he got them mixed up with Sneasel/Weavile? There are a fair number of similarities between the lines, and the Sneasel line is Ice-type without obviously looking like it should be.

This is actually a pretty reasonable mistake. Munchlax was revealed really soon after Gen III came out.

When i was younger i thought that Xatu, Granbull, and Ariados were from Gen 3.
Also, when i was a kid, i saw a little bit of a Johto episode that Ash sends out his Noctowl and i thought that the whote glow was Noctowl evolving, and for the longest time i thought Noctowl actually had an evolution.

I wasn't around for Gen 2 (only watched the anime at the time) and I've never captured a Gligar in any other game. the fact that you could only catch Gligar later on in most games, just like most ice types, didn't help. also it doesn't really look like a ground type either. anyway it's just that, a misconception

That's me some years ago, except with Tropius and Meganium. I even caught a Tropius in Platinum and took it to the Day Care Center to breed it and get a Chikorita. I was very confused when a Tropius hatched from the egg.
