Is there really anything, any kind of rule, on GF about what should be and what should not be a Pokémon? Like, if GF wanted, could they draw this chicken with no changes except for a cartoony style, call it just "Chicken", put it in the games, and call it a Pokémon like any other?

The rules have probably changed with time. They've actually done this already....Seel is literally just a seal...but with a horn, lol

Yeah but despite Toucannon looking extremely like a real toucan, it's not literally a real toucan, there are some differences, the size being one of the most notable ones. And its name is "Toucannon", not "Toucan".

Toucannon's animations and stuff show that it's really not just my mom's toucan.

Herdier, Furfrou, Krabby, Pidove, and Swellow are more "my mom's animal" just put in with no changes other than making them cartoony. Toucannon at least has its weird fantasy thermo-cannon bill.
