Fortunately enough, the only times Tyranitar is not used, is when it's banned or that one time, when the Primals were legal in 2016.

>VGC 2009Tyranitar was banned, because all pokemon had to be lvl 50
>VGC 2010The first of many weather wars. Tyranitar competed against Groudon, Kyogre and Abomasnow and finished 2nd, 4th and 7th at worlds.
>VGC 2011Tyranitar was banned, Unova dex only.
>VGC 2012The second weather war. Ray Rizzo brought Tyranitar to 1st place and other Tyranitars were found in places 3rd, 4th, 5th and 8th.
>VGC 2013Tyranitar placed 2nd, 3rd and 7th at worlds. The only weather setter to make it into top8 that year.
>VGC 2014Tyranitar was banned, Kalos dex only
>VGC 2015Two Tyranitars made it into top 8; Place 5th and 6th. Outside of worlds, Japan Sand (Tyranitar+Excadrill) was a commonly seen core at events throughout the world.
>VGC 20160 Tyranitars at worlds. Primal Weather shut off Sandstorm and it was pretty awful vs the raw power of the format (Primals, MegaRay, Xernias, etc).
>VGC 2017Tyranitar was banned, Alola dex only.
>VGC 2018... Hasn't officially started yet, but Tyranitar currently spouts a 21% usage on Battlespot Doubles and is the #5 most used Pokemon.
As science proves, Tyranitar is just an amazing pokemon in the competitve scene. Despite it's slow speed and MANY weaknesses, it managed to stay relevant and in the meta. You would think that the 2013 Fighting-type era or the 2015 Fairy-uprising would've put a dent into Tyranitar's viability, but no. It simply refuses to leave the top.
