Why were Fighting types treated so poorly to begin with? They didn't get a real gym, their dojo was right next to the Psychic gym which basically made them a punchline, and their mascot looked like an idiot. Then in Gen II the only new Fighting types to be introduced were Heracross, Tyrogue, and Hitmontop.
