This along with all the dead ends and areas with nothing in them in gen 7 pissed me off. I liked the rest of the games though, just not the areas where there is literally no reason for you to go there.

No. Game Freak just "retconned" the souvenir as something that was connected to Tapu Bulu, despite it looking absolutely nothing like Tapu Bulu even when it is closed.

Game Freak clearly didn't have any ideas about the next region in place when they programmed this item in.
