I don't think that's a rule, there are way too many exceptions (Stunfisk, Anorith-line, Lileep-line, etc). It just feels like that because GF creates a shit ton of Water types. But I do agree they should give them more varied typing.

Purrloin and Meowth are a bit inconsistent, but are mostly bipedal and evolve into quadrupedal.
Mudkip starts on 4, goes to 2, then back at 4.
Snivy starts on 2 and ends with 0.

At least Gen 7 gave us more variety on the first island, but the consequence of that was having a party full of powerhouses way too early. I actually did use Butterfree the entire game because Compoundeyes works great with Sleep Powder and Thief.

Those are all normal animals that fly. To be pure flying it has to be made of flight.

And there's only so many take on "air incarnate" though since we don't have a living whirlwind Air Elemental yet or anything made of just clouds (swablu and castform closest) there's definitely two teeball pitches left they're not swinging at.
