The lvl curve is great in Johto, it stops you from immediately being overpowered for every fight unlike every other main game, fighting wild shit mons keeps you from power spiking. Remember how much everyone hates XY for exactly this reason?
The game definitely needs some fixes, like the mid game gyms being open ended, but the slow lvl progression is absolutely not one of them.
It even makes sense from a real world perspective. Wild pokemon shouldn't be super high levels just going from one route to the next, they don't have to proper training. And the games always try to make it seem like being a full time trainer is a difficult job, which it never is outside of Johto.
And people complaining about the huge lvl jump to the E4 and especially Red completely miss the point, those are supposed to be challenging drag out fights
