Gen 5 already took the pattern of the fire type starter evolving only to it's second stage.
-Grass 1
-Fire 2
-Water 1
And OS already did the whole fire starter evolves fully but the other two don't.
-Grass 1
-Fire 3
-Water 1
And DP and AG pretty much took the whole fully evolved grass and fire starter. While the water starter evolves only once or not at all.

- Grass 3
- Fire 3
- Water 16
So unless any one of those unevoveled Grass or water starter evolve some how and breake the pattern. Then the most likely senerio will probably be
-Decidueye 3
-Torracat 2

Honestly Incineroar got shilled pretty well in the 20th movie and games, and potentially Menga. So it's only fair for Ash's Rowlet to eventually evolve right after Litten does. And evolve again when it's focus arc happens. And Lana's Popplio shows no signs of evolution or wanting to evolve, plus there is a trainer with a brionne that's soon going to become a Primarina, so that's Checked. And I am expecting a trainer with an incineroar to appear in the Battle Royal episode, so that's Checked. All we have to do is wait for episode 70
