All other flying types have primary or secondary aesthetic influences and design characteristics that make them dual type. Outside of being a genie, Tornadus' design is pure based on flying, wind, air, clouds, and Tornadoes.

Because he's literally the incarnation of air and wind. Other birds are Normal/Flying because they're just normal birds that have the ability to fly, just like Pyroar is a normal lion that has the ability to spit fire.

In the game's code, pokemon with only one typing are actually listed as being TYPE/TYPE, for example a pure water would be WATER/WATER

The Flying-type is weird because it just denotes that the Pokémon can fly. Its a description. It’s not, say, Air-type or Wind-type. It’s literally as lame as something that can fly rather than being elemental air.

However Tornadus is actually based on elemental air, but Flying is the only type that fits that

Yeah IIRC I've read somewhere that GF just made flying type to as you said, fly and be immune to ground attacks. They said that if abilities were a thing since gen1, flying would probably be an ability like levitate is now instead of a type.
