Yeah, he's a sad case. Rhyperior had a great idea behind it and Solid Rock isn't nothing, but it looks more padded than armored.

I've found Sassy 252 HP Evolite Rhydon can be a pretty reliable hole-puncher. Endure a strong attack and punch back like a truck.
