For a start, they don't have 1 person making Pokemon, multiple people make them,
second, they don't create Pokemon JUST for the upcoming gen, they probably make over a 100 of them and then choose which ones fit best, look at all the unused Pokemon that was in Gen 2, look how Shellos/Gastrodon was meant for Gen 3 but came out in Gen 4 - so they obviously use designs from the past.
Making 70 new pokemon would take a week or 2 at most.
