Kalos Dex was padded with Gen 2 and 3 Mons, Alola was padded with Gen 1 and 4. It makes good business sense at this point to reuse rather than design brand new pokemon.
You're right about them trying to recapture the success of Gen 1, but they aren't pandering to existing players they're trying to use extremely popular and marketable Pokémon to hook the new generation of players. Most kids don't know who snorlax is but his design has demonstrated longstanding appeal so he was worth reusing.
It's just like Disney re-releasing the Princess films every decade or so. Just because the Little Mermaid was released in 1989 doesn't mean there aren't girls in 2018 they could make money off.
Pokémon is not going to develop much further. It's just going to renew and re-release in an endless cycle.
