Gen VI had 3 "french" starters: a fox, a frog, and a chesnut. They were also all based on standard medeival RPG job classes.
You could also argue that Gens IV, V, and VII did this too.
IV had three "historical leaders" as starters, with Sun Wukong, Napoleon, and the World Turtle in a region steeped in history and mythology.
V had starters based on different cultures in a "melting pot" region based on America (French royalty snake, Chinese warrior pig, Japanese samurai sea lion)
VII was all animals that could be found in tropical regions, two of which specifically can be found in Hawaii (stilt owl and sea lion are both Hawaiian, while a tiger isn't Hawaiian but it is tropical. Also helps that mermaids are tied with seafaring tales and wrestling is popular in SE Asia/Polynesian culture)
