P-Groudon is there to check everything, and it can either go double dance, stealth rock or a very specific combination of the 2 to eliminate specific threats: it's still countered and checked by the same things and if you're ready for one, you're 95% of the time ready for the other. P-Groudon is an answer, more than a threat.
With Lando it's the opposite. It IS the one you need to check. You must include in your team a way to deal with him, and sometimes he might just run the one variation you are not prepared for. And due to how flexible he is, you can have a check for every variant but never a true counter, resulting in a forced sacrifice most of the times. It's not really broken, tho, as it CAN be checked and kept in its place if you play it right, it's just unhealthy as it doesn't have any true natural counter and revolves solely around luck and skill, where one unlucky guess can beat 10 skillful plays.
