It's a head scratcher why they gave it a pretty absurd requirement like that.
Sure USUM has chansey SOS chain farming but it came out a year later.
It's even more pointless for the fact that online battling and the battle tree equalizes them all to lv50, so even if they wanted to impose a level requirement it shouldn't have been more than lv50.

Why aren't IVs removed on first place? They're a failure to convey the "every pokemon is special" deal they wanted in gen I.
