That's what happens when you have a really weak head writer, Atsuhiro Tomioka can't write original stories for shit, jesus he even change characters personalities between episodes (Cyrus in DP for example). One of the main reasons behind why the anime become so boring after the Shudo era, Tomioka is uncreative, bland and puts unnecessary drama everywhere to make poorly made scripts look less shit
