Entei and the others' position change as soon as you change location (enterning a building, cave, changing route, entering city etc) so to maximize your chances you have to use directly connected routes.
I used to do this with route 38 and 39 north from Olivine, but there's probably a better place to do this. Still works fine though. It may take a long time because of RNG.
