gen7 didn't helped Vaporeon, Introducing Primarina and Volcanion to UU a lot of water mons including Vaporeon dropped, and with other new water mons in RU like Araquanid and even Golisopod it was certain that Vaporeon was going to drop, everyone was doing Vaporeon's job better
tl;dr Vaporeon was always worse than literal trash but stayed on UU thanks to usage in gen6, but gen7 just hitted it too hard so it falled to where it belongs
