It's stupid, there's not much evidence other than Gengar and Clefable having the same body shape. They're vasty different mons personality and lore wise anyway Plus I love Clefable and I hate Gengar

Since Clefairy was originally going to be the mascot, I think it was a decision to have an "evil" version of its evolution. I think it was intentional, but after Pikachu became the mascot, it was forgotten.
