Is this the kid in Royal Avenue?
If so, talk to the kid tomorrow after you clear Po Town, then talk to him the day after that after you complete the Ultra Warp Ride for the first time. This should get him to 100 percent courage.
Talk to him the day after with a Pokémon that can evolve via Dawn Stone to get it from the kid.
