I think the big issue is that, design-wise, Necrozma isn't reminiscent of Solgaleo or Lunala. Ultra Necrozma is so divergent from Necrozma's normal design, and nothing about Necrozma even alludes to its Ultra form, so it just seems like something that was designed for USUM after the fact – there was probably no original intention, while designing SM, for an Ultra Necrozma.
USUM doesn't go to any lengths to suggest Necrozma is related to Solgaleo or Lunala. There is nothing implying they're Ultra Beasts from the same space, or any other parallel relationship.
In terms of the series lore, sure, Dusk Mane and Lunar Wing Necrozma look like what Necrozma just 'ate,' but since Ultra Necrozma doesn't derive any appearance from what it just absorbed, it's not farfetched you could even have the potential of, for example, a 'Solar Flare Necrozma' because he ate a Ho-Oh. But Ultra Necrozma would still end up looking like Ultra Necrozma – my point being, there's nothing suggesting Necrozma was innately attracted to Solgaleo/Lunala, or even can *only* become powered up by them exclusively, and not just because they're especially powerful.
Rayquaza's appearance is reminiscent of Groudon and Kyogre, has an ability related to Groudon and Kyogre's, and fits the theme already stated in RS in terms of earth/sea/sky. When you caught Rayquaza in RS, you already had the sense it was related to the box legendaries; when you catch Necrozma in SM, it is just another random fucking legendary and kind of reminded me of how irrelevant that Fire/Steel thing in DPPt always felt.
