Have to say this is one of my favorite episodes because it shows Team Rocket actually trying to be a real organization using military grade weapons, even if it was a toy.

I swear in on of the early episodes Jessie used a bazooka, like not a net caster this one fired rockets that went boom.

They know how to use weapons and were portrayed as competent in s1 and 2.
There major flaw was they treated there pokemon any other weapon provided to them and never invested any time into training them.

To be fair, its about 3 percent of population consciously/subconsciously expecting the 2nd amendment to be repealed in a bogeyman future doing a significant amount of the legwork.
