Those mechanics have been gone for a while, so the series might as well be dead for you with little no to hope in them coming back

Are Pokemon spin offs even gonna come out anymore?

The only spin offs made during gen 7 were mobile games. Are Pokemon spin offs done for?

Irrelevant. Nintendo/TPCJ don't want any Pokemon spinoffs releasing so closely to main series titles, so as to not intrude into their sales.
