Came here to post this, this is the only true answer.

If we were to push it, I'd add normal resisting it too, not only making it as resisted as bug (7 types), but also giving normal a buff.

That wouldn't solve the problem, if anything it would just make mons that can abuse u-turn (lando-t and koko, to name a few) better with the side bonus of dealing with fairy in the process.

Fairy needs to resist bug, but bug also should resist fairy, so that you make bug types better, instead of improving u-turners.
