Couldn't they slither a lot faster than they could run anyways?

And yeah, it still does have arms, they just didn't grow much proportionally. They still have vines, though, which are more effective in the long run.

I don't think snivy cares. It's just the natural lifecycle of a snivy. It's like asking if a tadpole would rather stay aquatic instead of becoming a frog.
