I can completely see how people have struggled with it if they weren't prepared. If you don't have a steel type (and aren't using zoroark) chances are in will outspeed and 1 hit you.
Whitney's Miltank (again, not saying it's the hardest fight in the world) uses a load of basic options in a fairly sophisticated set
by npc standards . With the addition of scrappy in HGSS she fairs well against everything bar Geodude, magnemite, in-game trade machop and female Bayleef
due to her bulk.
