It works more or less like this: when you move from a place to another (for example, you leave Ecruteak and take Route 38), the beast will move to a adjacent route (like if she is at Route 33, she'll move either to Route 32 or Route 34). If you moved to Route 38 and go back to Ecruteak, it will also return to where it was. And when you Fly, the beast will also teleport to a random route. So a relatively easy way to find the dog you want is to fly to Ecruteak (provided you aren't already at Ecruteak), and check if it went to either at Route 40 (close to 38) or at one of 31, 32 or 35 (close to 36). If it is on 40, move to 38 and check if it moved to 38 with you. If it is on one of the other three routes, move to 36 and do the same thing.
