Puppet pokémon would have looked weird, and be too expensive for a movie like this.

Because it's cheaper and more feasible to make a movie set in pretty much a single location (ie a city) rather than an epic journey, and having your CGI character actually be able to talk sure is better than 90 minutes of pika pika.

The Graveller and Machoke look all right, don't jump the gun because of a single bad shot of a pokémon that maybe won't even appear in person in the movie.

Also that's ugly because of the design, not because it's CGI. If it was a puppet designed to look like that, it would still be an ugly puppet.

I thought CGI was more expensive by a wide difference to practical effects

You can see right here >>34797067that there's a guy holding the cardboard cut of pancham, this means that probably all gen 6 stage 1 pokemon will look weird because they're all big head freaks.

As in made-from-scratch CGI. Which is objectively worse than motion capture.

And Reynolds is the only one in the movie using motion capture.

I wouldn't be surprised if they use mo-cap for Machoke, too. It's already so humanoid that it would be faster than trying to fully CG it in.
