You could go mixed and place Earthquake to damage opposing fire types, if Venusaur can mega evolve. 252 HP / 32 Atk / 220 SpA are the best EVs I can think off my head, although replacing Atk EVs with Def or SpD EVs is most likely a better choice.
If you don't use Venusaur-Mega, breed that shit for a Bold Nature.

Or give this one an Everstone and breed it with a Ditto (if male) or a HA mon in the Egg Group (if female); the chance of getting a Chlorophyll Bulbasaur is then 20%, and run a special SunnyBeamer (Sunny Day + Solar Beam) with Sludge Bomb and Fire Hidden Power for coverage.
