Rowlet won't evolve, but Ash will capture a separate Dartrix which will evolve into Decidueye. That way Ash gets to have both the most beloved first stage since Piplup AND the most popular final stage since Charizard.

I have my doubts about it.
There is no doubt that Decidueye is marketable but the thing is, Greninja set the bar extremely high in the last season, completely eclipsing every other fully evolved starter except Charizard in popularity.
Hell since its introduction the anime was nothing but a never-ending commercial for it.

Doesn’t make sense for Rowlet to evolve. Incineroar makes more sense for a battler like Ash anyway. Decidueye would get too scared per its species personality.

There have been pokemon with attitudes going against their species' personality in the anime (Iris's Dragonite, Brock's Happiny and that evil Togepi come to mind), the problem here is that after Rowlet has been consistently written as a cute/klutzy character it would make no sense to suddenly shift it into a competent and serious fighter like Decidueye's design would suggest.
Froakie on the other hand was always serious, smart, competent and mature even as a starter so his evolution to Greninja felt more natural.

Do you honestly think Greninja became the most popular fully evolved Gen 6 starter because the fans said so? And not because the creators had planned its Ash-Greninja form from day 1? Even before the debut of that form, Froakie has been carefully written in that direction, up to its evolved forms' design (in order to accomodate Ash's physical features) and abilities.

To keep the focus on the other mons like Pikachu and them their focus arcs were happening. He was always there as support only. And nothing really happens to his character. Hek he has the least character development, and has no single focus episode besides his capture. This is all on purpose because GF knew Rowlet/Decidueye were going to be the most popular. They shill Rowlet for 2016+2017 and after that they'll transition to Decidueye. Why else do you think Decidueye has the least merchandise out of the starter final trio. They're saving it for later. Plus after Littens arc ended and before it was foreshadowed to evolve. It was doing the same shit Rowlet was doing, hek even Lycanroc. Face it it's just a plot device to keep Rowlet under the radar so that he can make a big comeback after he starts evolving.

Rowlet is acting the regional bird, of course he'll be more of a support than a main mon on the team, that's how it always is for birdmons.
As for merchs, Incineroar was featured in a movie, of couse it'll have more.
Primarina is a fan favorite in the merch department, like Rowlet, they'll just make more because it sells so well.

That's because as the sole feminine starter, she basically appeals to half of the child fanbase by itself, while the other two starters have to compete for (mostly) the other half.
As age goes down, the gender ratio among fans gets more even. After a certain age (I'd say 11-12) girls abandon the franchise for more girly interests and by adulthood most of the fans are nerds/male.
