Can't give her Arbok, it's too similar to Seviper. She DOES have Gyarados and Steelix in rematches. Dragonair could've worked perfetly fine, but I guess they turned it down because it's not fully evolved. Dunsparce exists but it's too derpy for Lucy. Other than those, and the Milotic and Seviper she already uses, there were no other snake pokémon in Gen III.
To be honest, the only snake pokémon we HAVE gotten since then are Serperior, Zygarde and Giratina-O. And while Serperior does fit her perfectly, it's still weird there aren't more options. I'm not into vore, but I wish there were more serpentine pokémon. They're neat.
