Not so much in danger of extinction but under no pressure to fight. When you live in environments too cold for your competitors to survive in then you don't need to be good in battle, you just need to focus on finding food and reproducing. Ice types are bad in battle because they aren't made for combat.

Ice Types were initially made solely to grant Dragon Types a weakness, and as a result of poor foresight, GameFreak won't be able to fix them without making every single Ice Type be a Fast Glass Cannon or doing a complete revamp, which would be incredibly jarring after over 20 years of Ice being more of the same.

They're late game because Ice areas would be unappealing early game, with hail and slide puzzles. An easy fix would be to make hail as viable as sun, rain, and sand
