Wouldn't say it's the absolute best but for gen I, it's up there. I love Kanto but a lot of it is My Mom's Animal with Toriyama eyes and bright colours. Whereas Exeggutor takes a plant and characterises it enough that it has a personality but it's not just a plant waifu or an animal with a plant stuck to it. Plus it's vaguely got that gen I monstrous thing but so strongly that it's a just a chibified kaiju a la Rhydon, Nidos and Kanga
