All this shit around ambipom just highlights the fact that council have an image in their head of what Pokémon should belong in a tier, and that they would love to control the tiers. They should just admit they want tier metas which are stale, and only change when a new strategy is developed, as the alternative is they have to become more adaptable to faster paced meta changes. Its the same reason OU council refuse to suspect Lando-t, despite sticking at 50% usage. They're worried that Lando-t really is broken and the metagame opens up with it gone and they would need to put more effort into team building, or Lando-t is the only Pokémon which was keeping another one in check, which by there own standards would mean said Pokémon has centralised the meta by forcing people to run Lando-t and would need to suspected. If the former and they don't ban it would show they do wish to have the tier a certain way, and if the latter then they could juts suspect the broken mon and see if Lando-t still fine in the tier. Same of mamoswine went ou, either it's not as important as they claim or it was covering a more toxic Pokémon to the tier.
Assuming they genuinely care about the meta health then rather then fucking with how tiers are ranked, a lot of their issues would be reduced if they just made a new tier. Either between OU and UU, and change the usage cut offs for those tiers, and then low OU, BL and high UU Pokémon can go into the new tier. Alternatively they make a sub Ubers tier shove the broken shit in ou there, let the weak stuff in Ubers fall, either would allow Pokémon to rise and fall from OU and UU and it could finally allow some walls to fall to UU, and prevent some Pokémon being trapped in BL hell.
