Smogon is perfectly aware the current tiering system is not perfect, but unless you can come up with something better it's pretty much the only workable solution.

the solution is using tournament stats, where only matches played in the SPL, world cup, open or snake draft count towards usage.

There's no need to change Smogon's policy. Usage based tiering the most empirical way of doing it. The ambipom situation didn't expose the system as being flawed, it exposed UU players as being shitters.

Am I missing anything here, why is this so much of a problem? If it's really as bad as a pokemon as its claimed to be, it wont be sustainable in high ladder and it'll drop back down within a few months or so

It's the implications this set that means any big youtuber could fuck with the usage based tiers by getting the youtube hivemind to use certain mons in certain tiers to potentially fuck shit up.
Regardless though the issue has already been fixed. Quickrises are no longer a thing.

So the ladder usage rates will no longer reflect what is actually being used. Stuff like rain offense and sticky webs are top tier for a month before they fall out of favor as their surprise factor is gone.
