Those Pokemon have to be simple for their concept to work. New Pokemon are just simple as a consequence of the art shift.

There's a difference between having a few simple designs in gen 1, which made sense because they were different from the remaining pokemon, to having every single new design you make have a simple artstyle. Fuck, even the creators of the game admitted they simplified the designs in newer gens so that toddlers could draw them.
