My best idea is making it closer to an inferior Arceus clone so it can find a place in BL or OU.

Arceus' large and diverse movepool is one of the best things about it, so Silvally's movepool should definitely have basically almost every move ever

It needs recovery and then give it all the support moves that Arceus doesn't have. This makes it have as much variety as Arceus while also making it play very differently.

17/18 forms in PU is Regigigas-tier disgrace.

Guzzlord threads show up very regularly. The consensus seems to be to give it recovery to boost it up a tier or two and make it not a complete shitmon, but making it actually OU would require a lot more than that.

I wouldn't be surprised since gamefreak also experimented with forms increasing HP for the first time with Zygarde. It was probably ditched since the other UBs would find a way to take advantage of it.
