All right, this is the mascot for what would have been Pokémon Bronze Version. I don't understand Japanese well enough to know what its name is supposed to be but I'll call it Gost-O for now.

Gost-O is the third of the Tower Trio. It lives atop the Pokémon Tower in Lavender Town (now a radio tower, and it's not happy about that) but won't appear unless you are carrying a Bronze Wing. It was once Lugia and Ho-Oh's brother, but it succumbed to sickness and died. It's ghost lives on to give shelter to lost or restless spirits.
