Too many Flying types
Noivern didn't win a single battle ever evolving, it was the Kalos Torterra

Pikachu, Greninja, and Hawlucha basically carried the whole team, the other three were useless.

You and I both know that's not the case. If it beats Incineroar and proves it's stronger then the awkward form, then it'll have no need to want to evolve further. Plus Kukui having it just proves that it was set to be a Torracat, also Torracat just matches ash more.
