It's quite reliable. Like it was said, it can take hits, except if we are talking about Z-moves and megas; it can do really well against other water-types that don't have super-efective moves; It certainly isn't a fast sweeper like that faggot star, but it has a many tools to perform different roles to meme the opponent: It has the Perish Song/Whirlpool/Block trap, Curse/Dragon Dance for boosts, Roar to prevent baton pass chains, access to three one-hit KO moves, Heal Bell for support, and let's not forget it has also access to Freeze-Dry, so you can deal x4 damage against Water/Flying, Water/Grass, and Water/Ground.
