In this case Rattata, Pidove, Skitty, Buneary, Cottonee, Petilil, Audino appear at 16-18 and their evos appear at level 18
I imagine GF does this to avoid the aforementioned method of using a repel since what's the point of giving a pokemon a 5% rate if you can basically filter everything else with a repel
